History
The GCHC represents the amalgamation of two respected Gold Coast community housing providers, Gold Coast Vision Housing Limited and Gold Coast Community Housing Association Inc. Both of these organisations operated as part of the Social Housing System providing community housing for a range of client groups.

In 2003, the Gold Coast Housing Interest Network, a diverse network of housing providers, and government and non government agencies played an initial role in seeding the idea of developing a housing company on the Gold Coast.  The demographic trends, rising market value rental and purchase prices and the declining social housing stock had resulted in a crisis that all agencies wished to address.  The notion of a housing company was strongly endorsed by all housing providers on the coast and Gold Coast Vision and Gold Coast Community Housing Association commenced the process of amalgamation and company formation in 2005 and successfully completed this process in September 2006. In 2008, the GCHC introduced the Horizon Housing Company trading name to reflect our business outside the Gold Coast.
 
What We Do
Essentially, we manage and develop community and affordable housing for people on low to moderate incomes. We provide clients with a range of housing options, from income-based community housing rental to shared-equity house purchases.
 
 
Who We Serve
The GCHC was established to assist a range of clients, from those living on the streets with no incomes to low and moderate income workers such as salespeople and service industry employees. Without support, these workers would be in severe housing stress, paying over 30% of their income in housing costs. Each program we operate has different target groups. As a Company, we assisted 469 children in the 2008/9 financial year alone. 
 
Company Structure
GCHC is incorporated as a not for profit company limited by shares under the Corporations (Queensland) Act 1990. The GCHC is an Income Tax Exempt Charity status and is endorsed as a deductible gift recipient under the Income Tax Assessment Act 1997.

Incorporation
Gold Coast Housing Company is registered under the Corporations Act 2001 as a public, not for profit company limited by shares.
 
Mission
The Gold Coast Housing Company will use innovative practices and a diverse range of options to provide affordable, appropriate and secure housing for people in need in a fair, equitable and financially robust manner.
 
Vision
The Gold Coast Housing Company is recognised nationally and internationally as an innovator in the provision of housing options for low income households and as a best practice example of service provision, tenancy and asset management.
 
Goals
  • To operate a robust, financially sound and sustainable Housing Company.
  • To provide a responsive, innovative, best practice service that understands and seeks to meet the needs of its client groups.
  • To increase the supply of housing options for low income households through research, innovation and strategic partnering.
  • To contribute to the growth of a vibrant and diverse community through prioritising positive social and community outcomes.
 
Objectives
The GCHC has set the following objectives to guide its operation:
 
Primary Objective
To promote the relief of poverty by providing affordable housing to people who are in need, including members of low and moderate income households.
 
Complementary Objectives
  • To provide a range of subsidised housing options, for low and moderate income households.
  • To investigate/develop a range of innovative housing options and partnership arrangements to increase the supply of affordable housing.
  • To ensure equitable and fair access to affordable housing for people in very low, low and moderate income households.
  • To provide cost effective and efficient housing management services.
  • To provide high quality infrastructure and management services that meet client needs.
  • To provide security of tenure to tenants meeting their tenancy obligations.
  • To be managed prudently in order to become and remain financially self sufficient in accordance with good commercial practice.
  • To promote and seek to provide quality diverse living environments and housing forms that reflect cultural and community values, energy efficiency and ecological sustainability.
  • Seek to provide affordable housing that is well positioned in terms of access to transportation and services.
  • Responsible custodianship of public and community assets and funds.
  • To undertake other activities that are incidental to and supportive of our primary objective
 
Directors
There are nine Directors on the Board of GCHC, whom are are collectively nominated by the Shareholders. Our current Directors are as follows:
 

Chairperson -  Kerrie Young
Kerrie Young is principal of Kerrie Young Property Pty Ltd, a property market research and development consulting company established in 2000. With 25 years experience in the property industry, and particular skills in highest and best land use studies and master planning from a social planning perspective, Kerrie's expertise includes:
  • Senior Research Analyst roles at Conics, HTW Valuers & PRD Realty.
  • Sales and Marketing Manager for Cities Centre & Villaworld.
  • Fellow Urban Development Institute Australia FDIA.
  • Steering Committee member of the Gold Coast Housing Company project.
  • President Gold Coast/Tweed Branch UDIA 2005-2007.
  • UDIA State Council member 2005-2007.
  • Vice President Property Council of Australia Gold Coast Branch for 11 years.
  • Land Economist-Associate of the Australian Property Institute.

Vice Chairperson – Dennis Standfield
Dennis Standfield holds a Master of Laws degree from University of Queensland and is a Managing Partner of the legal firm Gall Standfield & Smith, a general practice acting for a large number of private individuals, corporate and public sector clients. Dennis has had extensive involvement with Gold Coast community and non profit organisations and has a keen interest in affordable housing.
 
 
Director - Peter Maher
Peter Maher is the current CEO of St Vincent de Paul Society Queensland, responsible for the overall management of the Society in Queensland. Previous positions held include:
  • The National Program Manager Participation Services of Centrelink.
  • National Manager for People Management of Centrelink.
  • National Program Manager for Disabilities in Centrelink.
  • Commonwealth Welfare Reform initiative Australians Working Together?.
  • Manager in Centrelink responsible for Parenting, JET and Child Support.
  • Director of Human and Financial Strategies and Systems in the Australian Bureau of Statistics.

Director - Lisa Murdoch
Lisa Murdoch is a Director of LandMark White Gold Coast Property Valuers and has been active in charitable organisations on the Gold Coast for the past 15 years. LandMark White is a Shareholder in the Gold Coast Housing Company and Lisa, as a Director brings to the company experience in:
  • property expertise and project feasibility preparation;
  • knowledge and experience in Council and State Government processes;
  • GST legislation as it relates to property and asset management of large property portfolios; and
  • knowledge of relevant processes through role as Gold Coast City Council Co-ordinator of Property Services.

Director - William Owen Jones
William Owen Jones is a Director of Alexander Properties Pty. Ltd, a privately held company that engages in the commercial development sector as well as the philanthropic sector through the George Alexander Foundation. William brings to the Company experience in:
  • commercial and residential property development expertise; and
  • knowledge of the philanthropic sector.

Director - Stuart Whitewood
Stuart Whitewood holds qualifications in Civil Engineering and as a Director Stuart brings expertise including:
  • Five years working in London as a Civil Engineer.
  • Director of Citie Centre Limited when it merged with Villa World in 2000.
  • In depth knowledge of the development industry including involvement in a variety of residential, commercial and industrial projects with both private and public companies.
  • Involvement with the Villaworld groups entry into the Sydney market and the expansion of activities in Melbourne.

Director - John Nelson
John Nelson is a current Board member of Brisbane Boarders Association. Previous positions held include:
  • General Manager and Assistant General Manager Brisbane Boarders Assoc.
  • General Manager Housing Infrastructure Department of Housing.
  • General Manager Community Housing Department of Housing.
  • Director Statewide Operations Department of Housing.
  • Director Business Development Department of Public Works.
  • Director Property Services Department of Lands.
  • Director Public Lands Department of Lands.
  • Director Corporate Planning Department of Lands.
  • Fellow of the Australian Institute of Company Directors.
 
Director - Jim Donaldson
Jim Donaldson has served as the President of The Gold Coast Community Housing Association (one of the amalgamation partners) for 11 consecutive years. Previous experience includes:
  • Gold Coast Community Housing Association representative on the Steering Committee of the Gold Coast Housing Company project.
  • Worked with the Catholic Maori Mission in Northland NZ for approx 17 years.
  • Regional President of the Society of St Vincent de Paul, Gold Coast.
  • Volunteer Co-ordinator of Special Works, St Vincent de Paul.
  • Co-ordinator of the Emergency Housing Program (SAAP) for St Vincent de Paul and St Vincent Community Services.
  • Member and Past President for the Surfers Paradise Conference of the Society of St Vincent de Paul.

Director - Tony Tippet
Tony Tippet is a Director, Chief Financial Officer and Company Secretary of Robina Land Corporation Pty Ltd. Tony is an experienced finance professional, specialising in all aspects of Property Development and brings to the company the following levels of expertise:
  • 19 years experience in property development form project concept, statutory approvals, project feasibility, project financing, design management, project management, project control and reporting, project delivery, sales and marketing for a wide range of projects up to $300M.
  • Proven negotiation skills from planning agreements and State Government, numerous evergreen and project finance facilities with various banks/finance providers and sales transactions in excess of $250M to individuals, corporates and government.
  • Member of the Institute of Chartered Accountants.
  • Licensed Real Estate Agent and Tax Agent.
